一、项目背景
腾冲市是云南省直辖县级市,由保山市代管,地处云南西部,与隆阳、龙陵等县区及缅甸接壤,国境线长150千米,国土面积5845平方千米。全市辖12镇5乡2街道,户籍人口69.4万人,以汉族为主,聚居傣、佤等24个少数民族。
自2018年起,互满爱在腾冲市实施“未来希望幼儿班”项目,先后对7个乡镇、69个幼儿班提供支持。在项目持续资助下,相关幼儿班办学条件显著改善、幼儿教师通过系统培训提升专业能力,有效缓解了当地师资流失问题。
2025年,在明日中华教育基金会支持下,勐连、坝外、后库3所幼儿园共 8间教室完成地板砖铺设与墙面粉刷,乡村幼儿在园学习环境得到完善。同年,腾越镇勐连上寨、寸家寨、下勐连村等村幼教学点撤并,全部合并至勐连幼儿园。目前该园共4个班级,仍有1间教室、2间午休室亟需修缮。
为此,项目积极对接明日中华教育基金会,申请专项资金,对勐连幼儿园1间教室及2间午休室实施修缮,重点完成地面瓷砖铺设、墙面翻新粉刷及门体改造等工程,切实改善幼儿的学习与午休环境。
二、与当地教育部门沟通
2026年6月25日,项目工作人员与腾冲市教体局办公室主任俸昌院召开会议,重点围绕勐连幼儿园修缮项目展开沟通。会上,项目人员详细介绍了本次修缮范围,主要包含园内1间教室及2间午休室的翻新修缮工作,明确了具体修缮内容、实地施工计划及各阶段工作节点。
会后,项目人员与勐连幼儿园校长张国能对接,完整告知项目整体实施方案。本次校舍修缮工作拟定于8月全面完成,保障9月1日幼儿返校后可正常使用修缮后的校舍场地。
本次会议清晰敲定了幼儿园修缮项目的施工范围、具体内容、工期时限及家校联动监督机制,有效解决了项目施工衔接的关键问题。同时明确,将联合校方全程监督施工过程,对照修缮标准核查施工质量,全力保障修缮后校舍安全合规、达标可用。
三、校舍修缮实施情况
1、实地测量与三方询价
2026年8月3日,为精准推进校舍修缮工作,项目人员牵头组织3名当地校舍修缮技术人员开展实地走访与勘察,重点了解校点内1间教室及2间午休室现状。走访中,项目人员结合修缮需求,向技术人员详细介绍了修缮内容,涵盖墙面、门、地面等关键内容与修缮需求。
随后,技术人员携带测量工具,对需要修缮区域逐一精准测量,记录尺寸、材质要求等核心数据,为后续费用核算提供依据。测量结束后,杨忠孝、刘术多、杨荣运三名意向承包者根据实地测量结果,结合当地建材市场价格、人工成本等,系统梳理各项修缮开支,形成详细修缮费用明细,并按流程反馈至项目,项目根据三名技术人员报价制定修缮预算,经综合分析后,最终确定由杨忠孝承接本次修缮工程。该承包人报价合理,曾参与上期幼儿班修缮项目施工,工程质量过硬,且与我方合作基础良好,沟通高效、配合度高,能有效保障项目推进效率。
2、实地督导
2026年8月12日,为保障校舍修缮进度与工程质量,推动项目依照规划有序实施,项目人员前往勐连幼儿园开展实地督导。本次走访围绕修缮进度、质量管控两大目标,采取现场勘查形式,对校舍修缮重点环节开展全面检查。
针对地板修缮工作,工作人员对照合同规定的地板材质、防滑等级、耐磨系数等标准,分区核查铺设施工质量,核验地板拼接缝隙、平整度,排查起翘、空鼓等隐患。墙面翻新粉刷环节,严格参照涂料环保指标、涂刷厚度、色泽均匀度等规范,仔细检查墙面有无漏刷、流挂、色差等问题,确保各项施工成果满足项目建设标准。通过此次实地督导,项目人员全面掌握了校舍修缮实况,保障修缮工作高质量推进落地。
3、实地走访验收
2026年8月24日,经过20天施工,需修缮校舍已完工。由项目人员组织牵头,联合小学校长、幼儿园教师、校舍修缮负责人一同走访勐连幼儿园,对1间教室及2间午休室进行检查验收。走访期间,逐一对墙面翻新、地面铺设、门体维护等关键工程环节进行检验,通过目测平整度、手动检查牢固度、测试设施功能性等方式,细致确认每一处修缮部位是否达标。
最终确认,本次校舍修缮所有内容均与合同要求高度一致,墙面粉刷均匀无漏刷、色差,地面平整无空鼓、起翘,门开关顺畅无破损,未发现质量问题,完全满足幼儿班日常教学与活动需求,各方代表对验收结果均无异议。验收合格后,当地学校代表现场签署《校舍修缮工程验收证明》,完成修缮校舍交接手续,标志着本次校舍修缮项目从施工阶段正式转入使用阶段。后续,当地学校领导将联合所属幼儿园做好校舍日常维护,为幼儿营造安全、舒适的学习环境。
四、项目反馈
项目完工后,当地学校对本次修缮实施情况给予高度认可。勐连幼儿园校长张国能反馈:衷心感谢明日中华教育基金会对腾冲市勐连幼儿园办学条件改善工作的鼎力支持!2025年以来,基金会先后助力我园完成多间教室地砖铺设、墙面粉刷改造,2026年又精准针对我园1间教室、2间午休室的老旧问题开展专项修缮,彻底补齐了园区办学短板。
本次修缮项目流程规范、推进高效,在项目统筹对接下,团队精准勘测、严格询价、择优施工,全程实地督导施工质量与进度。修缮完成后,园区墙面整洁平整、地面安全防滑、设施完好合规,彻底改善了园内教学和午休环境,为孩子们打造了安全、舒适的成长空间。
此次项目落地切实惠及园内115名幼儿,有效解决了我园合并办学后的设施配套难题。后续我校将做好校舍日常管护,妥善维护修缮成果,用心守护幼儿成长。再次感谢基金会的暖心帮扶,助力乡村学前教育高质量发展!
1. Project Background
Tengchong City is a county-level city directly under the jurisdiction of Yunnan Province, administered by Baoshan City. It is located in the western part of Yunnan Province, bordering Longyang, Longling and other counties and districts and Myanmar. The national border is 150 kilometers long and the total area is 5,845 square kilometers. As of March 2024, the city is divided into 12 towns, 5 townships and 2 sub-districts, with a registered population of 694,000, mainly Han, including 24 ethnic minorities such as Dai and Wa.
Since 2018, HPP has implemented the "Preschools of the Future" project in Tengchong City, providing support to 69 preschool classes in 7 townships. With sustained project funding, the project has significantly improved the teaching conditions in these preschool classes, and preschool teachers have received systematic training, enhancing their capabilities and effectively alleviating the issue of teacher turnover in the local area.
In 2025, with support from the China Tomorrow Education Foundation (CTEF), flooring tiles were installed and walls painted in 8 classrooms across 3 preschool—Menglian, Bawai, and Houku, improving the learning environment for rural preschool children. That same year, early childhood education sites in Shangzhai, Cunjiazhai, and Xia Menglian villages in Menglian, Tengyue Township were merged into Menglian Preschool. The Preschool has 4 classes now; however, 1 classroom and 2 nap rooms still require urgent renovation.
To this end, the project actively collaborated with the China Tomorrow Education Foundation to apply for special funding, which was used to renovate 1 classroom and 2 nap rooms at Menglian Preschool. Key improvements included floor tile installation, wall repainting, and door renovation, significantly enhancing the children's learning and nap environments.
II. Communicate with the local education department
On June 25, 2026, project staff held a meeting with Feng Changyuan, Director of the Office of Tengchong Municipal Education and Sports Bureau, to discuss the Menglian Preschool renovation project. During the meeting, project staff provided a detailed overview of the renovation scope, which primarily included refurbishing 1 classroom and 2 nap rooms within the preschool, clearly outlining specific renovation items, on-site construction plans, and key milestones for each phase of work.
After the meeting, project staff coordinated with Zhang Guoneng, principal of Menglian preschool, and provided a complete overview of the project implementation plan. The school building renovation is scheduled to be fully completed by August, ensuring that the renovated facilities will be ready for normal use when children return to school on September 1st.
The meeting clearly defined the scope, specific details, timeline, and joint supervision mechanism for the preschool renovation project, effectively resolving key issues regarding construction coordination. It was also agreed that the school would jointly oversee the entire construction process, verify work quality against renovation standards, and ensure that the renovated facilities are safe, compliant, and fully functional upon completion.
Ⅲ. Implementation of preschool classroom renovation
A. On-Site Measurement and Third-Party Quotation Inquiry
On August 3, 2026, to precisely advance the school building renovation work, project staff led a team of three local school maintenance technicians in conducting on-site visits and inspections, focusing on assessing the current condition of one classroom and two nap rooms within the school. During the visit, project staff provided detailed explanations to the technicians about the renovation requirements, covering key areas such as walls, doors, and flooring.
Subsequently, technicians brought measuring tools and conducted precise measurements of each area requiring renovation, recording key data such as dimensions and material specifications to support subsequent cost estimation. After completing the measurements, three prospective contractors—Yang Zhongxiao, Liu Shuduo, and Yang Rongyun—systematically analyzed renovation costs based on the on-site measurements, local building material prices, and labor costs, compiling a detailed breakdown of expenses. They then submitted their proposals according to the established process. The project team formulated a renovation budget based on these quotations and, after comprehensive evaluation, ultimately selected Yang Zhongxiao to undertake the renovation work. His bid was reasonable; he had previously participated in the renovation of the previous preschool class, demonstrated high-quality workmanship, and maintained a solid cooperative relationship with our team, characterized by efficient communication and strong collaboration, ensuring effective project progress.
B. On-Site Supervision
On August 12, 2026, to ensure the progress and quality of school building renovations and promote orderly implementation of the project according to plan, project staff conducted an on-site inspection at Menglian Preschool. The visit focused on two main objectives—renovation progress and quality control—and involved a comprehensive site inspection of key renovation stages.
For floor renovation work, project staff checked the quality of installation by section against contract specifications regarding flooring materials, slip resistance ratings, and wear resistance coefficients, verifying joint gaps and surface flatness, and identifying potential issues such as warping and hollow sounds. During wall repainting, strict adherence was maintained to standards for paint environmental performance, coating thickness, and color uniformity, with careful inspection for missed areas, runs, or color inconsistencies to ensure all work met project construction requirements.
Through this on-site supervision, project staff gained a comprehensive understanding of the actual condition of the school building renovations, ensuring high-quality implementation of repair efforts.
C. On-Site Inspection and Acceptance
On August 24, 2026, after 20 days of construction, the school building renovation was completed. A team led by project staff, together with the elementary school principal, preschool teachers, and the school building renovation supervisor, visited Menglian Preschool to inspect and accept the renovation work for 1 classroom and 2 nap rooms. During the visit, they systematically examined key construction aspects such as wall refurbishment, flooring installation, and door maintenance. Through visual checks for flatness, manual tests for structural stability, and functional testing of facilities, they carefully verified whether each renovated area met the required standards.
The final inspection confirmed that all aspects of the school building renovation were fully consistent with contractual requirements. Wall painting was even and free of missed spots or color variations; floors were level, without hollowing or warping; doors opened and closed smoothly with no damage. No quality issues were found, and the renovated facilities fully meet the daily teaching and activity needs of preschool classes. All parties involved expressed no objections to the acceptance results.
Upon successful inspection, local school representatives signed the "School Building Renovation Acceptance Certificate" on-site, completing the handover procedures and officially marking the transition of the renovation project from construction to operational phase. Moving forward, local school leadership will work together with affiliated kindergartens to ensure routine maintenance of the facility, creating a safe and comfortable learning environment for young children.
Ⅳ. Project Feedback from the School leaders
After the project was completed, the local school expressed high recognition for the renovation work. Zhang Guoneng, principal of Menglian Preschool, stated: "We sincerely thank the China Tomorrow Education Foundation for its strong support in improving the educational conditions at Menglian Preschool in Tengchong City! Since 2025, the foundation has assisted our preschool in laying floor tiles and repainting walls in multiple classrooms. In 2026, it further carried out targeted renovations on 1 classroom and 2 nap rooms to address their aging issues, effectively eliminating the shortcomings in our campus facilities."
The renovation project was carried out in a standardized and efficient manner. Under coordinated project management, the team conducted precise site surveys, rigorous cost inquiries, and selected top-quality contractors, with on-site supervision throughout to ensure construction quality and progress. Upon completion, the campus features clean and smooth walls, safe and slip-resistant flooring, and fully functional, compliant facilities. The improvements have significantly enhanced the teaching and nap environments within the campus, creating a safe and comfortable space for children's growth and development.
This project has directly benefited 115 children in our preschool, effectively addressing the facility challenges following our school's merger. Moving forward, we will ensure proper daily maintenance of the campus and carefully preserve the renovation results, diligently supporting children's growth. Once again, we sincerely thank the foundation for its warm support, which is helping to advance high-quality early childhood education in rural areas!
