一、项目概述 Project Overview
为支持云南省教育厅全力推进一村一幼建设，全面提升学前教育质量，为偏远农村地区儿童提供优质学前教育，互满爱人与人多方筹集资金，支持巧家县农村幼儿班的运作，截止到2022年9月，共覆盖巧家县10个乡镇的49个幼儿班，有学生1222名，教师53名（包含50名临聘教师）。临聘教师工资待遇不高，月工资为1600-2000元/月，也没有相应的社会保障。而这些临聘教师大多是本村人，他们愿意在村子长住，但不高的工资和没有相应的保障也让一些教师不得不考虑外出务工，导致幼儿班教师的稳定性较差。
为了提高幼儿班教师的稳定性，为幼儿班教师提供必要的社会保障，2022年，由明日中华教育基金会和Planet Aid, Inc提供资助，巧家县教育体育局和互满爱人与人合作，在巧家县实施云南省巧家县明日教师支持计划（50名老师）项目。项目为幼儿班的临聘教师发放津贴，支持他们购买医疗保险和意外保险，同时也对工作表现优秀的幼儿班临聘教师发放现金奖励，提高教师工作的积极性和稳定性。
In order to support the Education Department of Yunnan Province to fully promote the constructionof "one village, one child", comprehensively improve the quality of preschool education, provide quality preschool education for children in remote rural areas, raise funds from all sides, and support the operation of rural preschool classes in Qiaojia County, as of September 2022, there are 49 preschool classes covering 10 townships in Qiaojia County, with 1222 students and 53 teachers (including 50 temporary teachers). The salary and benefits of temporary teachers are not high, with a monthly salary of 1600 to 2000 yuan/month and no corresponding social security. Most of these temporary teachers are from their own village, and they are willing to live in the village for a long time. However, the low salary and lack of corresponding guarantees also make some teachers have to consider working outside, resulting in poor stability of preschool teachers.
In order to improve the stability of preschool teachers and provide necessary social security for preschool teachers, in 2022, Tomorrow China Education FoundationandPlanet Aid, Inc. will provide financial support, and Qiaojia County Education and Sports Bureau will cooperate with each other to implement the Qiaojia County Tomorrow Teachers Support Plan (50 teachers) project in Qiaojia County, Yunnan Province. The project provides subsidies for temporary teachers of preschool classes to support them to purchase medical insurance and Accidental death and dismemberment insurance, and also provides cash rewards for temporary teachers of preschool classes with excellent performance, so as to improve the enthusiasm and stability of teachers' work.
二、项目进展 Project progress
在2022年7月至2023年6月期间，项目主要开展了如下活动：
During the period from July 2022 to June 2023, the project mainly carried out the following activities:
1. 为项目现阶段覆盖的49个幼儿班班级的50名临聘教师购买了第一年的意外保险和医疗保险

项目启动后，项目收集了50名临聘教师的信息，积极支持临聘教师购买意外保险和医疗保险。因为按照相关政策，项目不能直接为临聘教师购买医疗保险和意外保险，项目采用给老师发放津贴由老师自己购买的方式支持临聘教师购买医疗保险和意外保险。津贴发放的标准为医疗保险津贴每人每年350元，意外保险津贴每人每年150元。由于疫情原因，项目没办法组织教师集中发放购买保险的津贴。为了让教师及时领到津贴购买保险，项目通过微信支付向教师发放津贴。教师写收据拍照作为领取津贴的证明，提供购买保险的电子回执单给项目确认完成保险购买。
After the project was launched, the project collected the information of 50 temporary teachers and actively supported them to buy Accidental death and dismemberment insurance and medical insurance. According to relevant policies, the project cannot directly purchase medical insurance and Accidental death and dismemberment insurance for temporary teachers. The project supports temporary teachers to purchase medical insurance and Accidental death and dismemberment insurance by paying subsidies to teachers and purchasing them by teachers themselves. The allowance standard is 350 yuan per person per year for medical insurance and 150 yuan per person per year for Accidental death and dismemberment insurance. Due to the epidemic, the project is unable to organize teachers to centrally distribute subsidies for purchasing insurance. In order to enable teachers to receive subsidies and buy insurance in time, the project grants subsidies to teachers through WeChat Pay. The teacher writes a receipt and takes a photo as proof of receiving the allowance, and provides an electronic receipt for purchasing insurance to the project to confirm the completion of the insurance purchase.
意外保险购买由项目人员协助教师整理了身份证复印件和电话号码提交给保险公司，由教师自己进行缴费，保险费为150元/人，保险期限从2022年10月至2023年10月。医疗保险购买由教师自己通过网上缴费购买，保险费用为350元/人/年（部分教师因为是建档立卡户会有一些优惠），教师购买保险后提供保险费的缴费电子回单给项目确认。项目幼儿班的50名临聘教师均已完成了第一年的意外保险和医疗保险的购买。
For Accidental death and dismemberment insurance purchase, the project staff assisted the teacher to sort out the copy of ID card and telephone number and submit them to the insurance company, and the teacher paid the insurance premium of 150 yuan per person, with the insurance period from October 2022 to October 2023. Medical insurance is purchased by teachers themselves through online payment, with an insurance fee of 350 yuan/person/year (some teachers may have some discounts due to being registered as cardholders). After purchasing the insurance, teachers provide an electronic receipt of the insurance premium payment to the project for confirmation. The 50 temporary teachers of the project preschool class have completed the purchase of Accidental death and dismemberment insurance and medical insurance in the first year.
2. 支持鼓励幼儿班教师自我学习和提升，开展教师经验分享工作坊 Support and encourage preschool teachers to learn and improve themselves, and carry out teacher experience sharing workshops
项目积极支持鼓励幼儿班教师开展自我学习和提升，幼儿班教师组成的学习小组定期开展小组学习活动，讨论每周的教学工作计划，分享各自开展教学活动的经验。 幼儿班教师小组学习还会针对幼儿班教学管理中遇到的一些问题开展专项知识的学习，让教师能够科学应对一些突发的问题和挑战，如2023年春季学期开学后甲流比较严重，幼儿班教师在小组学习活动中开展了预防甲流的知识学习，还就预防幼儿交差感染，家长接送孩子的要求等措施进行了讨论，制定了有效预防措施，让幼儿班能够顺利度过甲流疫情。
The project actively supports and encourages early childhood teachers to carry out self-learning and improvement. The learning group composed of early childhood teachers regularly conducts group learning activities, discusses weekly teaching work plans, and shares their own experiences in carrying out teaching activities. In group learning, preschool teachers will also carry out specialized knowledge learning on some problems encountered in the teaching managementof preschool classes, enabling teachers to scientifically respond to sudden problems and challenges. For example, after the start of the spring semester in 2023, the COVID pandemic was relatively severe. In group learning activities, preschool teachers conducted knowledge learningonpreventing COVID pandemic, and also discussed measures such as preventing children from getting infected while on duty and parents' requirements for picking up and dropping off children, Effective preventive measures have been formulated to ensure that early childhood classes can successfully overcome the COVID pandemic.
项目在2023 年2月8日至13日开展教师假期培训期间开展了教师经验分享工作坊，让幼儿班教师相互分享教学经验和小组自学活动的开展经验。项目人员在工作坊上还向幼儿班教师介绍了项目支持教师考取教师资格证、园长证、育婴师证以及为获得学历提升的教师提供奖励的措施，鼓励幼儿班教师积极考证和提高学历。截止2023年4月14日，一共有18名幼儿教师报名考取保育员证书；有13名幼儿教师已经在进行专升本的学历提升，预计在2025年7月就可以拿到毕业证书；有11名幼儿教师已报名参加全国统一考试的幼儿园教师资格证考试，根据考试合格情况大概在2023年8月开始拿证。
The projectconducted a teacher experience sharing workshopduring the teacher holiday training period from February 8th to 13th, 2023, allowing preschool teachers to share their teaching experience and group self-learning activities with each other.At the workshop, the project staff also introduced the measuresof the project to support teachers to obtain Certified teacher, kindergarten head certificate, infant care teacher certificate andproviderewardsforteachers who have obtained academic upgrading,andencouragedteachers in preschool classes to actively test and improve their academic qualifications.As of April 14, 2023,a total of 18 Preschool teacher have applied for the Nurse Certificate;There are 13 Preschool teacher who are alreadyupgrading from college to undergraduate, and they are expectedto gettheirdiplomasin July 2025;There are 11 Preschool teacher who have signed up for the kindergarten Certified teacherexam, which is the national unified exam. According to the passing conditionof the exam, the certificatewill be obtainedin late August 2023.
