Teachers of Tomorrow Support Program (50 teachers): Qiaojia County, Yunnan Province

In order to support Yunnan Provincial Department of Education to fully promote the One Village, One Preschool policy, and comprehensively to improve the quality of preschool education and provide high-quality preschool education for children in remote rural areas, HPP China has raised funds from various sources to support the operation of rural preschool classes in Qiaojia County.

Most of the teachers in the rural preschool classes are temporary teachers, with low salaries, lack of corresponding social security and poor job stability. In order to improve the stability of preschool teachers and ensure the normal operation of preschool classes, the project hopes to provide some social security for preschool teachers. HPP China began working with the Qiaojia County Education and Sports Bureau in 2022 to implement the Teachers of Tomorrow Support Program (50 teachers) in Qiaojia County, Yunnan Province, with funding from the China Tomorrow Education Foundation (CTEF) via Planet Aid, Inc. The project grants allowances for temporary preschool teachers and supports their purchase of medical and accident insurance. Meanwhile, cash rewards are granted to excellent preschool teachers to improve the enthusiasm and stability of their work.

Ⅱ. Project Progress

From July 1, 2022 to July 31, 2025, the project carried out the following activities:

  1. Supporting 95 Teachers in Purchasing Accident and Medical Insurance

During the program period, to enhance the professional security of the temporary teachers, the project has provided support in 145 instances to 99 teachers were supported by the program in the form of insurance allowances to assist them in purchasing medical insurance and accident insurance independently. In accordance with policy requirements, the program did not make a unified purchase but implemented it through the distribution of allowances and teachers' self-insurance, ensuring compliance while effectively providing protection for teachers.

In terms of medical insurance, the program supports teachers to purchase it on their own through the distribution of allowances. The standard is 350 yuan per person for the first year, and then increases to 380 yuan (in 2023) and 400 yuan (in 2024) respectively, with the amount adjusted according to the actual situation of the registered poor households. The purchase is made via wechat or bank transfer, and teachers are required to provide an electronic receipt as proof. The insurance coverage period aligned with the calendar year. In the first year, 50 teachers participated; this number remained at 50 in 2023 but decreased to 35 in 2024 due to school mergers. In May 2025, an additional 10 teachers were enrolled.

In terms of accident insurance, the program has continued to provide support for temporary teachers since 2022. In the first year, each teacher will purchase insurance on their own through a stipend of $150. The insurance period is from October 2022 to October 2023. The same allowance standard will be maintained in 2023, and the insurance coverage for 50 teachers will be completed in November until November 2024. In 2024, the program will uniformly purchase for 35 teachers for a period from December 2024 to December 2025. An additional 10 teachers will be covered by accident insurance purchase in May 2025.

  1. Teacher Certification Rewards

With the support of the program, the initiative and confidence of temporary teachers in career development have significantly increased. In the face of higher demands in the early childhood education industry and greater expectations from parents for teachers' professional capabilities, obtaining diverse certificates has become an important way for teachers to improve themselves and enhance their personal competitiveness. Since July 2022, the program has continuously encouraged teachers to participate in professional qualification certification and academic advancement. A total of 27 teachers have obtained 42 certificates in three years.

To provide systematic support for teachers' professional growth, the program has developed phased reward schemes. In the first phase, corresponding rewards are given for obtaining different certificates, such as 300 yuan for the Mandarin Proficiency Certificate, 500 yuan for the nursery worker certificate, 1,200 yuan for the preschool teacher Qualification certificate, 800 yuan for the primary school teacher qualification certificate, 1,500 yuan for the principal certificate, and 1,500 yuan for upgrading academic qualifications.

After entering the second phase in October 2024, the reward mechanism will be further optimized and changed to a phased subsidy: Teachers can receive part of the subsidy with proof after signing up and paying the fee, and then receive the remaining part after obtaining the certificate.

The specific standards will be adjusted to: 200 yuan after registration and 300 yuan after obtaining the Mandarin Certificate; For infant care, nursing, and nursery worker certificates, the registration fee is 300 yuan and the certificate is 500 yuan. Primary school teacher qualification: 400 yuan for registration, 800 yuan for certification; Early childhood teacher Qualification: 400 yuan for registration, 1,200 yuan for obtaining the certificate; Principal certificate: 500 yuan for registration, 1,500 yuan for certification; For upgrading, the registration fee is 800 yuan and the certification fee is 2,200 yuan. This mechanism has better stimulated teachers' enthusiasm for continuing education and obtaining certificates.

  1. Conduct teacher experience sharing workshops

From July 2022 to July 2025, the program organized 6 teacher experience sharing workshops, focusing on policy promotion, professional growth and experience exchange, effectively stimulating teachers' learning motivation and self-improvement awareness.

During the February 2023 holiday training, the project officially introduced the support policies provided by the China Tomorrow Education Foundation for temporary teachers. The teachers responded enthusiastically, all expressing that such assistance effectively alleviated their financial pressure in participating in training and obtaining certificates. In September of the same year, Lin Cong, a teacher from Guancun Preschool, was invited to share his study plan and exam preparation experience, encouraging everyone to actively strive for qualification certification.


On January 17, 2024, the project held a special workshop to explain and exchange experiences on certification support policies, systematically introducing subsidy measures for various certificates and inviting Wang Yan, a teacher from Cheping Preschool in Dazhai Town, to share her experiences. Ms. Wang said the program rewards effectively reduced the financial burden on temporary teachers, allowing them to focus more on exam preparation and enhance their professional skills. The activity promoted active discussions and mutual learning among teachers, and enhanced confidence and planning awareness in career development.


During the vacation training in July 2024, Xindian Town's principal, Jiang Xuanjun, spoke on behalf of the school, fully affirming the project's purchase of insurance and provision of medical care and other welfare support for temporary teachers, expressing gratitude from the perspective of school management, and believing that these measures have effectively alleviated the teachers' worries.


On February 12, 2025, Liu Xingchun, a teacher from Liangping Preschool in Dongping Town, shared his experience of successfully obtaining the preschool teacher qualification certificate, nursery worker certificate and nurse certificate with the support of the project, and encouraged his colleagues to actively strive for the relevant certificates. In July of the same year, Shi Facai, a teacher from Haikou Kindergarten in Dazhai Town, in her acceptance speech, sincerely thanked the foundation for its incentive policy, stating that the project support not only provided material assistance but was also a kind of spiritual recognition that prompted her to overcome difficulties and persist in learning, ultimately achieving a dual improvement in academic qualifications and abilities.

These workshops not only help teachers systematically learn knowledge of early childhood education and enhance their teaching abilities, but also provide a clear career development path for temporary teachers and create a good atmosphere of mutual learning and progress.

  1. Donor Visits

On May 26, 2025, Huo Xueliang, a representative of the China Tomorrow Education Foundation, visited Qiaojia County, Yunnan Province, to inspect the teacher support program and classroom maintenance project funded by it. During the visit, Huo Xuelang inspected the classroom environment of Haikou and Xiaotian Prescools, had in-depth exchanges with teachers, observed classroom teaching, and participated in the painting activity of materials for creating the kindergarten environment. In addition, the project team also made home visits to the children's families.

Through a day of field research, Huo Xuiliang gained a deep understanding of the current situation and practical difficulties of rural preschool teachers, and further recognized the profound significance of the foundation's support for rural education. The visit focused on the incentive measures for rural temporary teachers, the welfare guarantee mechanism, and the actual needs of regular replenishment of teaching AIDS and consumables for preschool classes.

In the future, HPP will continue to work with the China Tomorrow Education Foundation to optimize the project content based on the actual needs of teachers and jointly support more rural preschool teachers to achieve sustainable development.

  1. Teacher assessment

The project uses the "Teacher Performance Evaluation System" developed by the project support team. Pre-test and post-test performance evaluations were conducted for preschool teachers in 2022 and 2025 respectively. The average pre-test score was 22.34 points, and the average post-test score was 29.78 points, an increase of 33%. The results showed that teachers had improved their professional skills in terms of professional ethics, teaching environment, curriculum design and implementation, daily teaching, self-improvement, and class management.

Teacher assessment: Primarily assess teachers' teaching skills, including ten items: professional ethics, design and organization of teaching activities, interaction with children in activities, creation of an educational environment suitable for children's development, establishment of a good two-way communication relationship with parents, reasonable and orderly daily routine arrangement, assessment of students' development and learning status, educational philosophy, text filling and attendance. It accounts for about 90 percent of the assessment score. Teacher attendance and project information completion account for about 10%.

  1. Annual summary of the faculty team

During the project implementation from July 2022 to July 2025, a total of three teacher annual summary and exchange activities were organized, effectively promoting the professional growth and experience sharing of preschool teachers.

On July 12, 2023, the project office held a year-end summary meeting for the 2022-2023 academic year at Qiaojia County No.1 Kindergarten, with 45 teachers participating. Teachers at the meeting reviewed the teaching work of the academic year, exchanged experiences in class management, and shared personal learning plans, such as Wang Yan, a teacher from the Cheping Kindergarten class, who proposed to take the teacher qualification exam the following year and encouraged colleagues to make progress together.

On July 13, 2024, the project, in conjunction with the semester training, held a summary meeting for the 2023-2024 academic year at the Central school of Yuping Street, Qiaojia County, with 38 teachers in attendance. Teachers summarize their work of the year, exchange management experiences, and participate in open picture book classes. Open classes provide a platform for teachers to showcase themselves and reflect on teaching practices, which helps to optimize teaching methods and accumulate teaching experience. Huang Zongqing also shared practical experience in preparing for the teacher qualification exam at the meeting.

On July 9, 2025, the project held a final summary meeting, marking the successful completion of the three-year "Tomorrow's Teacher Support Program". By providing insurance allowances and certification rewards to 50 rural temporary teachers in Qiaojia County, the project has effectively enhanced the professional security and work enthusiasm of teachers. The meeting reviewed the implementation process from demand research, insurance scheme comparison to precise distribution to ensure that the coverage was in line with the actual needs of teachers. Peng Shunhu, a teacher from the Zhongzhai rental preschool class, spoke on behalf of the class, saying that insurance and subsidies have effectively alleviated teachers' concerns and made them feel substantial support and warmth. The program not only enhances the stability of the teaching staff, but also provides an important guarantee for improving the quality of preschool education in remote areas.

Hello!

I am a temporary teacher dedicated to primary education and have been teaching at Youfang Primary School in Maozu Town since September 2023. During my time at school, I often heard the principal and colleagues talk about HPP's long-term support for the preschool class, including providing daily supplies, classroom renovations and  indoor and outdoor toys and teaching aids, which impressed me deeply.

In March 2024, the principal assigned me to be in charge of the preschool class, and the following month I was fortunate enough to participate in the monthly teacher training at the Education and Sports Bureau of Qiaojia County. Through the introduction of the project personnel, I further learned about the positive influence of Humanai in Qiaojia area, especially that the institution also provides subsidies for rural medical insurance and accident insurance for temporary teachers, which undoubtedly provides solid security and warm care for teachers like me. What made me even more excited was that the program also encouraged teachers to obtain various certificates (such as teacher qualification certificate, academic advancement certificate, Mandarin certificate, principal certificate, nursery worker certificate, etc.) and provided corresponding subsidies, which filled me with gratitude and curiosity for this organization full of humanistic care.

Although HPP's three-year support for the kindergarten class of Youfang Primary School ended in September 2024, the project of China Tomorrow Education Foundation continues. In May this year, upon the notification of the Qiaojia project leader, I submitted scanned copies of relevant certificates and successfully received a subsidy of 3,000 yuan for academic advancement and 1,200 yuan for primary school teacher qualification. The money was equivalent to my salary for nearly two months, and I couldn't hide my excitement when I received it. This support not only effectively relieved my financial pressure, but also made me feel the warmth of being recognized and valued.

I am deeply grateful to the HPP-POF Qiaojia project team and the supporter, the Chinese Tomorrow Education Foundation, for their selfless assistance. Your encouragement is an important driving force on my way forward, and I will surely devote myself to the education of the preschool class with greater enthusiasm and a stronger sense of responsibility. In the future, I will continue to work hard to improve myself and strive to become a qualified people's teacher as soon as possible to contribute to the development of local education.
