一、项目概述

为支持云南省教育厅全力推进一村一幼建设,全面提升学前教育质量,为偏

远农村地区儿童提供优质学前教育,互满爱人与人多方筹集资金,支持巧家县农

村幼儿班的运作。

农村幼儿班教师大多为临聘教师,工资待遇不高,缺乏相应的社会保障,稳

定性较差。为了提高幼儿班教师的稳定性,为幼儿班教师提供必要的社会保障,

2022 年,由明日中华教育基金会和Planet Aid, Inc 提供资助,巧家县教育体育

局和互满爱人与人合作,在巧家县实施云南省巧家县明日教师支持计划(50 名老

师)项目。项目为幼儿班的临聘教师发放津贴,支持他们购买医疗保险和意外保

险,同时也对工作表现优秀的幼儿班临聘教师发放现金奖励,提高教师工作的积

极性和稳定性。

I. Project Overview

In order to support Yunnan Provincial Department of Education to fully promote

the One Village, One Preschool construction, and comprehensively to improve the

quality of preschool education and provide high-quality preschool education for

children in remote rural areas, HPP China has raised funds from various sources to

support the operation of rural preschool classes in Qiaojia County.

Teachers in rural preschool classes are mostly temporary teachers, with low salary,

lack of corresponding social security and poor stability. To enhance the stability of

preschool teachers and provide essential social security, HPP China began working

with the Qiaojia County Education and Sports Bureau in 2022 to implement the

Teachers of Tomorrow Support Program (50 teachers) in Qiaojia County, Yunnan

Province, with funding from the China Tomorrow Education Foundation (CTEF) via

Planet Aid, Inc. The project grants allowances for temporary preschool teachers and

supports their purchase of medical insurance and accident insurance. Meanwhile, cash

rewards will be granted to those excellent preschool teachers to improve the

enthusiasm and stability of their work.


二、项目进展

在2023 年7 月至2023 年12 月期间,项目主要开展了如下活动:

1. 教师年终总结

2023 年7 月12 日,项目办组织项目覆盖的幼儿班教师在巧家县第一幼儿

园举行了2022-2023 学年结束年终总结会。有45 名项目覆盖的幼儿班教师参加了

这次总结会。参会的教师对一学年的教学工作开展情况进行了总结回顾,互相分

享交流幼儿班教学管理的经验。老师们还介绍了自己一年来的学习提升情况,如

车坪幼儿班的王艳老师介绍了自己打算考取教师资格证书的想法以及自己为此所

进行的学习和准备情况,鼓励其他教师也积极学习,努力提升自己。这次年终总

结活动还开展了团建活动,项目人员组织幼儿班教师开展了传面粉、打水战、吹

气球、跳绳、跳彝族达体舞、手速王等活动培养教师的团队精神和协作能力,让

教师们在轻松活泼的气氛中交流学习,互相鼓励,制定自己的学习提升计划,为

新学年的到来做好准备。


Ⅱ. Project Progress

During the period from July 2023 to December 2023, the project primarily carried

out the following activities:

1. Teacher Annual Conclusion Meeting

On July 12, 2023, the project office organized the preschool teachers to hold a

year-end conclusion meeting for the school year 2022-2023 in the First Kindergarten

of Qiaojia County. 45 project preschool teachers attended the meeting. The teachers

attending the meeting summarized and reviewed the teaching work for the school

year, and shared their experiences in teaching and management of preschool classes.

Teachers also introduced their own learning improvement in the past year. For example,

Wang Yan, a teacher from Cheping preschool introduced her idea of getting a teacher

qualification certificate and her study and preparation for it, encouraging other teachers

to study actively and strive to improve themselves. The year-end meeting activity also

carried out a group building activity. The project personnel organized preschool class

teachers to carry out games such as handing flour, fighting for water, blowing balloons,

skipping rope, dancing the Yi nationality dance, hand speed king and so on to cultivate

teachers' team spirit and cooperation ability, so that teachers can exchange and learn in

a relaxed and lively atmosphere, encourage each other, and make their own learning

promotion plans to prepare for the arrival of the new school year.

2. 支持50 名临聘教师购买意外保险和医疗保险

项目在2023 年继续支持临聘教师购买医疗保险和意外保险。因为按照相关政

策,项目不能直接为临聘教师购买医疗保险和意外保险,项目采用给老师发放津

贴由老师自己购买的方式支持临聘教师购买医疗保险和意外保险。项目收集了45

个幼儿班共50 名临聘教师的信息(部分幼儿班有2 名教师),给老师发放津贴由

老师自己购买医疗保险和意外保险。津贴发放的标准为医疗保险津贴每人每年

380 元(部分教师因为是建档立卡户会有一些优惠,项目按照实际购买金额发放

津贴),意外保险津贴每人每年150 元。项目通过微信和银行转账支付向教师发

放津贴。教师提供购买保险的电子回执单给项目确认完成保险购买。50 名临聘教

师都在2023 年11 月完成了医疗保险和意外保险的购买,医疗保险期限为2024

年1 月1 日至12 月31 日,意外保险的期限为2023 年11 月至2024 年11 月。

2. Support the purchase of accident insurance and medical insurance for 50

temporary preschool teachers.

In 2023, the project continued to support temporary teachers to purchase medical

insurance and accident insurance. According to the current national policies, the

project cannot directly purchase accident and medical insurance for temporary teachers.

The project thus facilitates the temporary teachers to purchase insurances themselves

by granting allowances to the teachers. The project collected the information of 50

temporary teachers in 45 preschool classes (some preschool classes have 2 teachers),

and paid subsidies to teachers, who bought medical insurance and accident insurance

themselves. The standard allowance is 350 yuan per person per year for medical

insurance, and 150 yuan per person per year for accident insurance. The project used

the WeChat application to make the payment. The teachers provide the electronic

receipt of insurance purchase to the project to confirm the completion of insurance

purchase. All 50 temporary teachers completed the purchase of medical insurance and

accident insurance in November 2023. The medical insurance period is from January 1

to December 31, 2024, and the accident insurance period is from November 2023 to

November 2024.


3. 开展教师经验分享工作坊

项目在2023 年10 月15 日开展了教师经验分享工作坊。项目人员为教师介绍

了项目支持教师考取教师资格证、园长证、育婴师证以及提升学历的支持措施,

鼓励教师积极学习,提升自己。还邀请昆明学院附属幼儿园优秀主班教师王子超

为幼儿班老师开展了幼儿户外活动的设计与组织及早操活动创编的专题培训。此

外,项目人员还为幼儿班教师开展了教学计划撰写、幼儿班项目教学管理工具使

用的培训。

工作坊对提高教师的幼教专业知识水平和教学工作能力帮助很大,尤其是临

聘教师,项目开展的教师培训不仅让他们系统地学习了幼儿教育的知识,还帮助

他们对自己的职业发展有了更好地规划。


3. Conduct teacher experience-sharing workshops

During the 15 October 2023, the project conducted a teacher experience-sharing

workshop for preschool teachers to share their experiences of teaching and group

self-learning activities with each other. At this workshop, the project staff also

introduced the measures of supporting teachers to obtain Teacher Qualification

Certificate, the Principal Qualification Certificate and Nursery Teacher Certificate, and

providing incentives for teachers' attainment of academic qualification promotion. The

teachers were encouraged to actively take certificate exams and improve their

academic qualifications. Wang Zichao, an excellent teacher of affiliated kindergarten

of Kunming University, was also invited to carry out special training on the design and

organization of outdoor activities for children and the creation of morning exercise

activities. In addition, the project staff also carried out training for preschool teachers

on teaching plan writing and the use of teaching management tools for projects.

The workshop was of great help to improve teachers' professional knowledge and

teaching ability in preschool education, especially temporary teachers. The teacher

training carried out by the project not only enables them to systematically learn the

knowledge of preschool education, but also helps them to better plan their career

development.

4. 为3 名考取教师资格证的教师发放奖金

为了鼓励教师积极学习,提高自己,项目制定了支持教师提升学历、考取教

师资格证的奖励方案:(1)考取资普通话证奖励300 元;(2)考取保育员证奖

励500 元;(3)考取幼师资格证奖励1200 元,考取小学教师资格证奖励800 元;

(4)考取园长证奖励1500 元;(5)提升学历奖励1500 元。项目有3 名幼儿班

教师在2023 年考取了教师资格证,分别是:大寨镇官村幼儿班教师林聪和松坪幼

儿班教师赵锋琼考取了幼儿园教师资格证书,车坪幼儿班教师王艳考取了小学教

师资格证。项目办也在这次工作坊为她们发放了现金奖励。三位教师也为其他教

师分享了自己的学习考证经验。

大寨镇官村幼儿班教师对自己考取证书并获得奖励感到非常开心和兴奋。她

说:自己之前也有考教师资格证书的想法,但没有行动,在22 年7 月知道项目支

持鼓励教师考取证书就积极准备参加了考试,如今拿到了证书还得到了项目奖励

的1200 元奖金。这是对她这一年努力的认可,也是对她的鼓励,她会加倍继续努

力不断前行。

4. Give bonuses to 3 teachers who have obtained teacher qualification certificates

In order to encourage teachers to study actively and improve themselves, the

project has formulated a reward scheme to support teachers to upgrade their academic

qualifications and obtain teacher qualification certificates:

(1) Mandarin certificate: 300 yuan

(2) Child-care worker certificate: 500 yuan

(3) Kindergarten teacher qualification certificate: 1200 yuan and 800 yuan for

obtaining the qualification certificate of primary school teachers

(4) Kindergarten principal's certificate: 1500 yuan

(5) Reward 1,500 yuan for upgrading academic qualifications.

In 2023, three preschool teachers obtained the teacher qualification certificate, Lin

Cong, a preschool teacher in Guancun, Zhao Fengqiong, a preschool teacher in

Songping, and Wang Yan, a preschool teacher in Cheping, obtained the primary school

teacher qualification certificate. The project office also gave them cash rewards in this

workshop. The three teachers also shared their own learning experience for other

teachers.

Lin Cong was very happy and excited about getting the certificate and getting the

reward. She said: I had the idea of taking the teacher qualification certificate before,

but I didn't take action. In July of 22, I knew that the project supported and encouraged

teachers to take the certificate, so I actively prepared to take the exam. Now I have got

the certificate and got a bonus of 1,200 yuan from the project award. This is a

recognition of my efforts this year, and it is also an encouragement to me. I will

redouble my efforts and keep moving forward.

5. 项目故事

有魔法的抱抱,给你力量,给你勇气

在幼儿班,孩子们最常见的表现是:“老师,我不敢,我害怕。”

部分孩子不敢上台表演,不敢和老师沟通,不敢上课时举手发言......。众多“不敢”,来自

巧家县小田幼儿班的超超就是典型的例子。不仅是在幼儿班,如果家里来了不认识的客人,

爸爸妈妈让超超上前打招呼,他也会退缩到门后说“我不敢”。超超也从来没有勇气,不会主

动去跟其他小朋友一起玩喜欢的游戏......。

“什么都不敢”的超超,来到幼儿班以后遇到了很多困难。比如说自己不想玩脚踏车,实

际是因为不敢骑;自己不会唱歌,实际是因为不敢在大家面前表演。

幼儿班的秦云芬老师看穿了超超的小心思,为了帮助他变得“更勇敢”“更大胆”,秦老师想

了很多周全的计划。“爱的抱抱”,就是秦老师的计划之一。

秦老师是教师支持计划中,受益的老师之一。秦老师大学专业虽然是首饰设计,但是为

了带好幼儿班的小朋友们,她一直在不断的学习,参加培训,努力提升自己的专业技能。这

次的计划就是在秦老师不断的学习和经验积累中想出的点子。


Ⅲ. Project Story

Magic hugs, to give you strength and courage!

In preschools classes, the most common expression from children is: "Teacher, I

dare not to try it, I'm afraid."

Some children do not dare to perform on stage, do not dare to communicate with

the teacher, do not dare to raise their hands in class to speak ...... For many "dare not",

Chaochao from Qiaojia County Xiaotian preschool class is a typical example. Not only

in the kindergarten class, if the family came to the guests, Chaochao’s parents let

Chaochao go forward to say hello, but he will also retreat to the door said "I dare not".

Chaochao has never had the courage to play his favorite games with other

children .......

Chaochao, who is afraid of everything, has encountered a lot of difficulties since

he came to the preschool. For example, he didn't want to ride a bike because he didn't

dare to ride it, and he never sings because he didn't dare to perform to everyone.

Teacher Qin Yunfen saw through Chaochao thinking and came up with a number

of plans to help him become "braver" and "bolder". "One of her plans was to give

Chaochao a loving hug.

Ms. Qin is one of the teachers who have benefited from the Teacher support

Program. Although Ms. Qin majored in jewelry design in college, she has been

constantly learning, participating in training, and striving to improve her professional

skills in order to lead the children in the preschool class. This ‘loving hug’ plan is the

idea of teacher Qin's continuous learning and accumulation of experience.




户外活动课上,秦老师组织全班孩子开展“爱的抱抱——脚踏车接力比赛”。

首先把孩子们平均分成3 个小组,比赛开始,每个小组成员接力骑脚踏车,最先抵达终

点的小组获胜。但在比赛开始先,秦老师告诉孩子们她要给每个孩子一份“爱的魔力抱抱抱”,

这个魔法会让每个人变得更有力量,更勇敢,在比赛的时候会超级厉害。

所有小朋友依次得到了秦老师有魔法的抱抱。抱超超的时候,秦老师悄悄在他耳边说“我

给你双倍的魔法,让你骑得又稳又快,还不会摔倒。”

果真,获得了魔法的孩子们像小勇士一样踩着脚踏车往前飞越。而超超,之前的担心和

顾虑也在比赛中的时候消失了,他稳稳当当地骑上脚踏车,快速地来回飞奔。

For the outdoor activity teacher Qin organized a "Loving Hugs - Bicycle Relay

Race" for the whole class.

Firstly, the children were divided equally into 3 groups and the race started with

each group riding bicycles in relay and the first group to reach the finish line won. But

before the race started, teacher Qin told the children that she would give each child a

"magic hug of love", which would make everyone stronger and braver, and would be

super powerful during the race.

All the children in turn got a “magic hug” from teacher Qin. While

hugging Chaochao, teacher Qin quietly whispered in his ear, "I'll give you double

magic, so you can ride steadily and fast, and you won't fall down."

True to form, the children who had gained their magic pedaled forward like little

warriors. And Chaochao, whose previous worries and concerns had disappeared by the

time he was in the middle of the race, mounted his pedal bike steadily and flew back

and forth quickly.


超超喜欢秦老师有魔法的抱抱。

只要遇到自己无法战胜的困难,他都会跑到秦老师跟前要老师抱一抱。在秦老师的关怀

和鼓励下,超超愿意给大家表演自己拿手的歌曲,他也愿意在课堂上跟其他小朋友一起举手

抢答。其实,拥抱并没有魔法,帮助超超成长的是秦老师背后的鼓励和关心,给了他力量和

勇气,帮助超超战胜所有的艰难与险阻。

秦老师说她最近也获得了一个跟超超一样的“爱的抱抱”,项目为她发放补贴购买了意外

保险和医疗保险,这样暖心的关怀非常有意义,为农村的教师提供了更有力的保障,感觉就

像“爱的魔力抱抱抱”在传递。

Chaochao loves teacher Qin's magical hugs.

Whenever he encounters difficulties that he cannot overcome, he will run to

teacher Qin and ask for a hug. With teacher Qin's care and encouragement, Chaochao

is willing to perform his favorite songs, and he is also willing to raise his hand to

answer questions with other children in class.

Recently, Chaochao's mother noticed that her child was not as "timid" and "shy"

as before. When asked why he signed up for the story sharing program, Chaochao

replied to his mother, "Because teacher Qin gave me a “magical hug."

In fact, there is no magic in hugs. Helping Chaochao grow is the encouragement

and concern by teacher Qin, giving him the strength and courage to help Chaochao

overcome all the hardships and obstacles.

Teacher Qin said that she also recently received a "love hug" like Chaochao, and

the project issued subsidies for her to buy accident insurance and medical insurance,

such warm care is very meaningful, providing more powerful protection for teachers in

rural areas, and it feels like the "loving magic hug" is passed on.
